Message due to cost. Every additional feature such as holes or especially additional bends like what might be needed to create a pocket around the tow hooks add a lot of cost to a product that I felt was at the upper end of affordability to start with.
I would suggest you create an "I" shaped slit along the length of the hook with a cutoff wheel and bend the resulting tabs upward to expose the hook.
